CENTRAL REGULATION

FIRST DIVISION

Purpose, scope, basis and definitions

Purpose

Article 1 – (1) the purpose of this regulation, Nevşehir Hacı Bektaş Veli University, Geographic Information Systems and remote sensing research and application center of the objectives, scope, management areas, and work is to regulate the procedures and principles of management members on the form.

Scope

Article 2 – (1) this regulation, Nevşehir Hacı Bektaş Veli University, Geographic Information Systems and remote sensing research and application center of the objectives, scope, management areas, management of work includes provisions relating to members and the shape.

Basis

Article 3 - (1) this regulation has been prepared on the basis of sub-paragraph (2) of Paragraph (d) of the first paragraph of Article 7 of the higher education law dated 4/11/1981 and numbered 2547 and Article 14.

Definitions

Article 4 - (1) in this regulation;

a) Advisory Board: the Advisory Board of the Center,

b) Center: Nevsehir Haci Bektas Veli University Geographic Information Systems and Remote Sensing Application and Research Center,

C) Director: Director of the Center,

ç) Rector: Nevsehir Hacı Bektaş Veli University Rector,

d) University: Nevsehir Haci Bektas Veli University,

e) Board of Directors: the Board of Directors of the Center,

SECOND DIVISION

Objectives and areas of activity of the center

Objectives of the center

Article 5 - (1) the objectives of the Center are as follows:

a) identify activities carried out related to Geographic Information Systems and remote sensing applications and research, identify existing public organizations, local governments and scientific activities related to this issue.

b) engage in scientific research and development activities on Geographic Information Systems and remote sensing applications and research.

c) create an infrastructure for projects that will be conducted at the undergraduate and graduate level in the field of application and research of geographic information systems and remote sensing.

D) to cooperate with national and international institutions and organizations involved in geographic information systems and remote sensing applications and research.

D) to organize courses, seminars, conferences and similar studies.

e) to carry out R & D (research and development) studies related to the problems of public and private enterprises, to carry out scientific and technical activities within the framework of cooperation between the University and local authorities to carry out all kinds of Project studies Dec.

f) to publish books, magazines and newsletters for this purpose.

d) ensure the creation of a data center for industry developments.

d) ensure the development or implementation of standards for Geographic Information Systems and remote sensing applications.

h) to try to improve the knowledge and skills of the technical elements in the sector.

I) to pursue international projects and patent studies.

i) to ensure the creation of new investment opportunities for sectoral organizations according to the results of R & D project studies.Dec.

j) providing certification and testing services in accordance with the demand of the sector.

Areas of activity of the center

Article 6 - (1) the duties of the Center are as follows:

a) geographic information systems and remote sensing applications for domestic and overseas region in Nevsehir conduct research and studies and research, those who support a book on the subject, article, document, documents, and other archival materials to identify and work to supply them.

b) closely follow the activities of local governments carried out in the region, create stakeholders on this issue and get opinions, carry out academic activities on value-added products in line with opinions.

c) identify the infrastructure and academic potential that will support research on the application and research of geographic information systems and remote sensing within the University, encourage existing academic staff and graduate students to work on this topic.

D) to organize or help organize congresses, information feasts, conferences, seminars, panels, workshops and exhibitions at the international level in Turkey and abroad in relation to the study areas of the Center, to invite scientists on this subject to these studies.

d) contribute to the development of the region by meeting the needs of public institutions and private organizations in this area by using the existing infrastructure at the university for the application and research of Geographical Information Systems and remote sensing.

e) conducting other studies in accordance with the goals of the Center.

THIRD DIVISION

Governing bodies and duties of the center

Governing bodies of the centre

Article 7 - (1) the governing bodies of the Center are:

a) director.

b) Board of Directors.

C) Advisory Board.

Manager

Article 8 - (1) the director is appointed by the Rector for a period of three years from among the faculty members working in the field of geographic information systems at the University Dec. The director, whose term of office has expired, may be reassigned. The director is responsible to the Rector.

(2) at the suggestion of the director, no more than two people are appointed by the Rector as deputy director. In cases where the director is unable to perform his duties, one of the assistant directors acts as Acting Director. The term of office cannot exceed six months. When the principal's post ends, the assistant principal's duties also end.

Duties of the director

Article 9 – (1) the duties of the director are as follows:

a) ensure the regular operation of the Center and take all necessary measures to do so.

b) call the Board of Directors to a meeting, prepare the agenda of the meeting and preside over the meetings.

C) apply the decisions of the Board of Directors.

d) ensure coordination with other centers or institutions to which the center will cooperate.

d) prepare the work, goals and plans of the Center, submit them for approval by the Rector after receiving the opinion of the Board of Directors.

e) carry out the administrative affairs of the Center, determine the needs of the staff and submit them to the Rector.

Article 10 - (1) The Board of Directors consists of a total of seven (7) members, together with the director and assistant directors. Four (4) members other than the director and assistant director are appointed by the Rector for a period of three (3) years at the suggestion of the director.

(2) The Board of Directors meets twice a year by absolute majority at the invitation of the director, and decisions are taken by a majority of votes. A new member is appointed by the rector at the suggestion of the director to complete the remaining period in place of the member who has left his position for any reason. If there is a deputy director, the Board of Directors is completed to seven (7) people upon the proposal of the director and the approval of the Rector.

Duties of the board of directors

Article 11 - (1) the duties of the Board of directors are as follows:

a) determine the principles that will ensure that the center works in accordance with its purpose.

b) examine the applications of those who want to work in research and projects related to the areas of activity of the Center and decide on the methods of supporting research and projects that are considered appropriate.

c) determine the principles of research and copyright related to research supported by the Center in accordance with the provisions of the relevant legislation.

d) decide on assignments related to the work of the Center.

d) discuss and decide on the activity plans and programs of the Center prepared by the director.

e) discuss and decide on the annual report at the end of the Year prepared by the director.

Advisory Board and its duties

Article 12 - (1) Advisory Board;

a) faculty members related to the areas of activity of the Center working at the University,

B) representatives of public institutions and private organizations working for the purposes of the Center,

c) people who work in this field,

d) scientists and managers known for their expertise in other disciplines,

d) participants from other areas needed by the Center,

it consists of a total of Nine (9) people, including a maximum of eight (8) who are appointed by the Rector for a period of three (3) years at the suggestion of the Director.Dec. New members are appointed by the same procedure to complete the remaining period in place of members who leave their posts before the expiration date. A member who has expired can be re-appointed.

(2) The Advisory Board meets at least once a year at the written invitation of the director and makes recommendations. An absolute majority is sought at meetings. The director chairs the Advisory Board.

(3) The Advisory Board is a board that evaluates the activities of the Center and expresses a consultative opinion. The Advisory Board advises the Board of Directors on the activities of the Center. It reviews the activities of the center and makes the necessary recommendations on related issues. Evaluates the Annual Activity Report, work schedule and training activities. It gives opinions about the studies that have been done and are currently being carried out, makes recommendations and evaluates the program for the next working year.

FOURTH DIVISION

Miscellaneous and final provisions

Working groups

Article 13 - (1) working groups can be established with the approval of the Rector in order to carry out the work to be carried out within the Center and increase efficiency.

Project principles

Article 14 - (1) the principles determined by the University are applied in the preparation, examination, monitoring and decision-making of research projects.

Personnel needs

Article 15 - (1) the academic, administrative and technical personnel needs of the Center are met by personnel to be appointed by the Rector upon the proposal of the director in accordance with Article 13 of the law No. 2547.

Spending authority

Article 16 - (1) the spending authority of the Center is the Rector. The rector can transfer this authority to the director.

Services under revolving funds

Article 17 - (1) Nevsehir University Revolving Fund Management Regulation and other related legislation provisions published in the Official Gazette dated 6/9/2009 and numbered 27341 are applied in the services provided by the center within the scope of revolving fund.

Fixtures

Article 18 - (1) all kinds of tools, equipment and fixtures received within the scope of research supported by the Center are allocated to the use of the Center.

Cases where there is no provision in the regulation

Article 19 - (1) in cases where there are no provisions in this regulation, the provisions of other relevant legislation or decisions of the Senate shall apply.

Force

Article 20 - (1) this regulation shall enter into force on the date of its publication.

Executive

Article 21 - (1) the provisions of this regulation are executed by the rector of Nevsehir Hacı Bektaş Veli University.
